2017年11月26日，国资委印发《关于加强中央企业PPP业务风险管控的通知》（国资委192号文），对于央企参与PPP项目的规模、范围进行了严格规定7Gpe要求“纳入中央企业债务风险管5D6B范围的企业集团，累计对PPP项目的净投资原则上不得超过上一RNyD度集团合并净资产的50%”，同时“资产负债率高于85%或近2年连续亏损的子企业不得单独投rqzaPPP项目”。
